Blog on Intergovernmental relations in Spain and the COVID19 crisis

Mireia Grau-Creus and Marc Sanjaume-Calvet recently wrote a blog on Intergovernmental relations in Spain and the COVID19 crisis.

Spain has coped with the COVID19 crisis re-centralizing all decision-making processes, to the extent that Central Government has temporary assumed the powers of the autonomous communities. This re-centralizing move, we argue, is structurally based upon the institutional setting which does neither provide nor allow any institutional space for shared-rule and, as a consequence, defines a very restrictive dimension for self-government.
